My 13 year old cat has stopped eating?

No hard or soft food, not even people food. He won't drink any milk or the water from his bowl, only out of the faucet. He doesn't seem uncomfortable, but he has developed a small bump on his head as well as a scab on his stomach and chin. Any ideas how I can get him to eat again?
