Is there such thing as 3 month licence programs?

My boyfriends mom keeps telling him that there are 3 month licence programs we can do so that we can start working somewhere with a licence or a certification. We want to do something quick and fast so that we can start working then after that start working on our basics in college then head to a university. Were looking at trade schools since the programs are shorter but is there such school were you can get out in 3 months with a licence? Please tell me if there is and what the licence or certification is for. If you know of schools that have short licence programs please let me know as well. I've been looking online for a while now and I can't seem to find anything. Pease help me.
